"The \r\nsoldiers move in a column and the noises of their boots are typical," \r\nSaif said. "The militants usually wear sports shoes which make hardly\r\nany noise."
When the barbed wire fence was completed in January\r\n2005, the then army chief Gen. N.C. Vij said that "an unbreachable\r\nwall" against infiltration had been built. It has not turned out to be\r\nquite that. Still the fact that the fence exists and that the Pakistani\r\narmy has stopped helping the militants crossing over by providing cover\r\nfire has helped. NEW DELHI, April 1: Bhaichung Bhutia''s pro-Tibet stance failed to impress former athletes Milkha Singh and GS Randhawa who asserted sports arena is not the right place to make political statement and promised to take part in the April 17 Olympic torch relay.
Bhutia, the Indian football captain, has announced that he has sympathy for the Tibetans who are opposing the Beijing Olympic Games and would not run with the Olympic flame when it arrives in the capital on April 17.
"I sympathise with the Tibetans'' cause. I''m against violence but I thought I should stand by the Tibetan people in their fight," Bhutia said.
Milkha Singh and GS Randhawa, however, differ in their view and believe sports and politics should stay apart.
"Personally, I feel sports and politics should not be mixed. And I''ll surely take part in the relay," said the ''Flying Sikh''.
Randhawa said Bhaichung did what he felt was right but for him, participating in the relay was an honour, which he would not like to miss.
"Whoever takes what stance is completely up to them. I think Olympics stands for peace and harmony and politics should not be allowed to mingle with sport.
"I have received an invitation from the Indian Olympic Association (IOA) and it''s a matter of great pride and honour for me. I''ll be there in the relay," said the legendary hurdler.
"If government is endorsing the relay and making all the arrangements, I think there is no reason for me to skip it," he said.

The measures were announced after a \r\nmeeting of the central cabinet in New Delhi late Monday following mounting \r\ncriticism from the government''s communist allies and the opposition. \r\n
After discussions, Finance Minister \r\nPalaniappan Chidambaram said import duty on all crude edible oil would be \r\nslashed to zero with immediate effect.
Import duties on maize was cut to zero from 15 per cent, \r\nwhile a ban on exports of pulses was extended for 12 months. \r\n
All exports of non-basmati rice \r\nwould be stopped, Chidambaram said, and the minimum export price for basmati \r\nhiked to $1,200 per metric tonne from $1,100.
Country had already halted most non-basmati rice exports \r\nbefore the federal cabinet meeting, but had continued some sales to countries \r\nsuch as Sri Lanka and Bangladesh which face acute shortages. \r\n
On Monday, Bangladesh said it will \r\nimport 400,000 tonnes of non-basmati rice from India at $430 per tonne by the \r\nend of May to sell below cost on the open market in a bid to ease spiralling \r\nprices.
A spokesman for the finance \r\nministry said he could not comment on whether the sale was still possible. \r\n
When asked whether these steps \r\nwould help contain inflation, Chidambaram said: "I sincerely hope so," a news \r\nagency reported.
Pressure has been \r\nmounting on government to introduce with nearly a dozen states going to the \r\npolls this year and national elections due by May 2009.
On Sunday, communists, who extend valuable outside \r\nsupport to the Congress-party led government, threatened to launch national \r\naction on April 15 if the government did not act fast enough to control the \r\nprice rise.
The main opposition \r\nBharatiya Janata Party meanwhile threatened country-wide protests from April 7, \r\ncharging the government with being insensitive to the needs of Icountry''s \r\nteeming poor and lower middle-class.

Politics may be a waiting game, but making it to the hallowed ministerial ranks might tax the patience even of a saint. If the government does not look much more youthful despite the inductions of 37-year-old Jyotiraditya Scindia and 34-year-old Jitin Prasada, it is because other five "new faces" in government are 61, 63, 68, 68 and 72.
If the MoS berth is seen as the stepping stone to a ministerial career, the right break can take a while to happen. Congress''s experienced Puducherry Rajya Sabha MP V Narayanasamy and Jharkhand’s Rameshwar Oraon are 63 and 61 while former CEC M S Gill, given independent charge of youth and sports, is 72. Clearly, if you are not blessed with a political lineage, ministerial laurels are hard to come by.
A scan of the 32 Cabinet-rank ministers brings out an enduring belief in wisdom residing in years. While younger leaders are taking the helm in many democracies — Australian PM Kevin Rudd is 50 and his British counterpart Gordon Brown is 57 — the average age at the Cabinet-rank in India is 66.1 years.
Shis Ram Ola, minister for mines, at 80, is the oldest followed by minister for minority affairs A R Antulay and P R Kyndiah, both at 79. The only consolation for Congress can be that given the age graph in BJP, the picture will not be too different in an NDA government.
On the younger side in the Cabinet are PMK''s Anbumani Ramadoss, 39, and DMK’s A Raja, 44. Only two others, minister for corporate affairs Prem Gupta and science and technology minister Kapil Sibal, are under 60. Veterans like HRD minister Arjun Singh are now in their late 70''s.
On the whole, ministers from Congress''s allies, both at Cabinet and MoS levels, are younger. Looking at ministers of state with independent charge, the average age has actually increased. It is now 55.75 years instead of 53.42 years. But at least, these ministers, particularly from non-Congress parties, have a high degree of autonomy in running their departments.
The picture is much more interesting at the level of other MoS. Usually junior ministers are at the mercy of their seniors when it comes to work allocation. But "junior" can be relative. Given the congestion at the Cabinet level, it is no surprise that the senior-most minister of state, B K Handique, is 73. Next, E Ahamed and Dinshaw Patel, are both 70. There are many in mid-60''s. The youngest MoS is DMK''s Radhika Selvi at 32.
The average age of ministers of state, not including those with independent charge, stands at 55.02, a shade below 55.65 what it was prior to the reshuffle. There are 15 ministers above the age of 60 among the 40 MoS''s in government. The average, if ministers of state with independent charge are also considered, is 55.14 years. It was 55.17 years earlier. With ministers in their 60s still going through their "apprenticeship" at the MoS level, it is not surprising that they often chaff at the bit.
A look at the portfolio allocations easily reveals that this is where balancing of caste equations and demands by UPA allies takes place.
